The objective of this article is to understand the articulation process between “the social” and “the political” of the population movement, through the Las Hortensias of Talagante camp case at the end of the Frei government and during the government of the Popular Unity [1969-1973]. A double process of socio-political articulation is visualized, the first being "institutional failure" and the second "organic consolidation". As a result of the lack of studies prior to the camp, local press, ministerial minutes, minutes of committee meetings, photographic record and oral sources are analyzed in interviews carried out by the author with the residents.
